The National Secretariat is housed within the Ministry of Natural Resources and is established to support the Government and stakeholders from Industry and Civil Society to ensure oversight of the execution of decisions and assignments issued by the MSG for the successful implementation of EITI in Guyana.  The Secretariat is also responsible for public relations and to maintain contact with the International Secretariat and other National EITI Secretariats.

Dr. Rudy R. Jadoopat is the Head of The Secretariat of the Guyana Extractive Industries Transparency Initiative (GYEITI).  Dr Jadoopat is responsible for leading and coordinating the EITI implementation in Guyana and relevant activities of the EITI Secretariat in close collaboration with the Multi-Stakeholder Group.

Dr. Jadoopat has a Doctor of Philosophy (Ph.D.) Degree in Economics, specializing in International Economic Relations, from the world renown Moscow State University, n.a M.V. Lomonosov. His doctoral dissertation was on ‘The Economic Development of Guyana and Problems of Regulating International Economic Relations.’  Dr. Jadoopat also holds a Master of Science (M.Sc.) Degree in Economics, specializing in National Economic Planning, a Certificate from the University of Guyana in Social Development and two certificates from the Guyana Critchlow Labour College one in Industrial Relations and Sociology, and the other in Leadership for Trade Union Officials.  Before gaining a scholarship through the Guyana Trades Union Congress (GTUC) in his capacity as Branch Chairman of the NAACIE Trade Union in Guyana, he worked at the Guyana Sugar Corporation as a laboratory technician and a clerk in the personnel department at Diamond Estate, E.B.D.

In addition to his academic credentials, Dr. Jadoopat has extensive international business administrative and management experience. He held several top executive management positions in several companies in the UK, Russian Federation, Lithuania, USA and  Guyana.Dr. Rudy Jadoopat has vast practical experience in business management, economics, finance and accounting, marketing & promotions and communications, research, statistical & data analysis.

Dr. Rudy R. Jadoopat was appointed National Coordinator of the Guyana Extractive Industries Transparency Initiative (GYEITI) in February 2017.


Ms Diane Barker is the Deputy Coordinator of GYEITI National Secretariat.  Ms Barker assists the National Coordinator with leading and coordinating the EITI implementation in Guyana, and relevant activities of the EITI Secretariat, in close collaboration with Multi-Stakeholder Group.

Ms Diane Aretha Barker is a qualified Attorney-at-Law.  In 2016 she graduated with her Legal Education Certificate from the Sir Hugh Wooding Law School in Trinidad and Tobago and was admitted to practice law in the Co-operative Republic of Guyana. Ms Barker is also a graduate from the University of Guyana. She holds a Bachelor of Laws Degree (Hons), a Diploma in Marketing and a Certificate in Industrial Relations and Management. Ms Barker worked at the Ibis Chambers for a number of years where she gained tremendous administrative and legal experiences.

Ms Diane Aretha Barker has been Deputy Coordinator, GYEITI since February 2017.
